COTES technology has been included into the modern Russian technologies list
Electroionization technology for black oil free burning of coal-dust boilers developed by COTES has been included into the modern technologies list based on which special investment contracts (SIC) will be concluded. Mikhail Mishustin, the RF Government Chairman, signed Resolution No. 3143-р on the list approval on November 28, 2020.
COTES technology has been recognized to be more than just modern. It has been included into priorities of science and technology development of Russia stipulated by the Order of the Russian Federation President On Strategy of Science and Technology Development in the Russian Federation. In total, the list contains over 600 prospective technologies, including production of supercomputers, composite materials, laser and robot-assisted technologies, 3D printers, and other.
The document states that development potential of the electroionization technology consists in reduction of black oil use in coal-fired power plants, partial or full station transfer to black oil free operating mode, and reduction in costs for the operation of black oil equipment. Abandonment of use of black oil in coal-fired heat power plants significantly improves environmental setting of coal generation industry. Moreover, note the possibility of savings of other highly reactive fuels at the station, which are used to stabilize coal dust flare and in burning modes.
The purpose of this initiative is to increase the investment flow into industrial production in Russia. The companies planning investment projects in these areas may conclude a contract with the state, which provides for the start-up of batch production of the technology on the list. In this case, the state guarantees stable conditions, tax benefits, and preferences in government procurements and land lease, to the investor.
