COTES Engineering specialists took part in the 15th International Forum of the Pulp and Paper, Forestry, Processing and Packaging Industries, held at the EXPOFORUM convention and exhibition centre (Saint Petersburg) in November.
17 countries were represented in discussions on contemporary trends within the industry, and to present innovations and time-proven technologies. COTES Engineering has become unique among engineering companies, in its possessing experience and competencies in the integral re-equipping of boiler houses in pulp and paper facilities in accordance with Russian laws and regulations.
Aleksei Kolegov, deputy CEO of OOO COTES Engineering, presented a report entitled “Making Automatic Pollutant Emission Monitoring Systems in Pulp and Paper Dacilities Comply with the requirements of Federal Law No. FZ-252 dated 29.07.2018”. He reminded those present that stationary sources of pollutants should be equipped with automatic means of emission measurement and accounting, as well as with the hardware for the recording and transmission thereof to the state register of facilities which create an adverse impact on the environment. Installation period of automatic pollutant emission monitoring systems (APEMS) is 4 years from the moment of obtaining of the complex ecological permit (CEP).
The Federal Service for the Supervision of Natural Resource Usage (Rosprirodnadzor) has registered the first three hundred facilities which have an adverse impact on the environment, which must obtain complex ecological permits (CEP) within three years. These include 9 facilities of the pulp and paper industry.
Mr. Kolegov also spoke about general types of systems, their parameters and the experience of COTES Engineering in equipping pulp and paper mills and power plants with monitoring systems.
