The beginning of the history of COTES. The commissioning company COTES was founded on October 13, 1992. Its co-founders included OAO ZiO, OAO Sibenergomash, the foreign trade association Teсhnopromexport, and the commissioning company Sibteсhenergo. Felix Serant became one of the founders and CEO of the company.

ГThe fledgling and developing years under the guidance of Felix Serant. One of the first projects was implemented at the Tunçbilek power plant in Turkey. Despite a general recession in the Russian power industry, the management of the company succeeded in doing their best to retain the key experts within the company. COTES was actively involved in projects in the following countries overseas: India, Cuba, Bulgaria, Poland, Serbia, Romania and China.

1997-2001
COTES entered the Kazakh market: the first projects were implemented in the power plants (GRES) in Ekibastuz. New business lines came into being such as turbine equipment commissioning and the uptake of distributed control systems for production processes. The Company implemented projects at large facilities throughout Russia (Berezovskaya GRES-1, Yuzhno-Kuzbasskaya GRES, Norilskaya CHP-1 plant), and continued its work abroad in Bosnia, Macedonia, Serbia, and Romania. An industrial prototype of a circular furnace boiler, Е-820, was successfully commissioned in the Novo-Irkutskaya CHP plant in 1997. In 2001, the Research and Development Board of RAO UES of Russia recommended the circular furnace boiler for commercial operation. Today, this unique octahedral furnace chamber design takes pride of place in the centre of the COTES logo, it has become the symbol of all the companies of the COTES Group.

2002-2003
Overseas projects still dominate the available stock of orders: The largest projects were implemented by COTES at the Skawina TPP in Poland, Obrenovac TPP, Ugljevik TPP, Gacko TPP and Kostolac TPP in the former Yugoslavia. Many projects were implemented within Russia as well in the power plants owned by Kuzbassenergo, Tomskenergo, and Irkutskenergo. In April 2003, an Agreement was signed between Novosibirskenergo and ZAO SibCOTES stating that the company was appointed as the General Designer of Novosibirskenergo. The COTES Group of companies started to actively develop a new business line, namely civil engineering.

2004 2006

2004-2006
The years of rapid development and growth of the COTES Group. Dozens of large projects were implemented simultaneously both in Russia and abroad in Poland, Romania, Macedonia, Kazakhstan, Bulgaria, and Morocco. There were several large commissions, including the startup of a turbine at the Novosibirsk CHP-3 plant and the 200 MW coal-fired power unit at the Novosibirsk CHP-5 plant. ZAO SibCOTES acted as an EPC Contractor in a project for the construction of a boiler house for the Chkalov Aircraft Production Association.

In 2007, the COTES Group of companies its 15th anniversary. The analysis elicited that, over 15 years, engineers from COTES had completed over 300 design projects, more than 250 projects in automation, over 200 commissioning projects, 76 financial and preliminary feasibility studies, as well as 41 integrated projects. In 2007, several large-scale projects were commissioned at once, namely the comprehensive design, commissioning and installation of APCS peak redundancy equipment within the boiler house of OAO Tomskenergo. The Teplovaya-2 substation in the Zheleznodorozhny district of Novosibirsk was built per COTES’ design. In June 2007, COTES as an EPC Contractor, completed the installation and commissioning of a new boiler at Mechel’s CHP plant.

The COTES Group was actively involved in projects in Kazakhstan: It developed the design for the rehabilitation of power unit No.8 at the Ekibastuzskaya GRES-1, implemented a number of projects for Karagandinskaya CHP-3 and Astaninskaya CHP–2 ‑plants. At the beginning of 2009, design engineers from COTES started designing 500 MW power unit No.3 of the Ekibastuzskaya GRES-2, and already by November, Gosekspertiza (the State Expert Review Board) issued its Clear Opinion for the project. The project for the refurbishment of the firing system for a 300 MW power unit No.5 of Reftinskaya GRES got under way. A great amount of work on the design of motor car dealership centers and other projects was performed by the Civil Engineering Division of COTES.

2011 2012

2011-2012
Together with the Finnish company Pöyry, a project for the relocation of a 600 MW CCPP construction to a new site in Moscow was developed. Under contract with major energy companies – Inter RAO, RAO UES of East, Fortum – COTES designed three large combined-cycle power plants at once in Chelyabinsk, Nizhny Novgorod and Ufa. Several pre-feasibility studies were completed; upgrading unit No.7 at the Cherepetskaya GRES, TPP construction in Arkhangelsk Region, TPP construction at Ozerny Mining and Processing Complex, as well as for the Bishkek CHP plant expansion. Projects were dynamically implemented in Kazakhstan such as at the Astaninskaya CHP-3 and CHP–2 plants, and Karagandinskaya CHP-3. Basic design for the rehabilitation and upgrading of power unit No.8 at Ekibastuzskaya GRES-1 is completed. A 500 MW unit for Ekibastuzskaya GRES-2 is under design; commissioning works at Karagandinskaya CHP-3 plant are commenced.

2013 2014

COTES is developing large CCPP projects: 3 combined-cycle power units, 250 MW each, for Chelyabinskaya GRES; 900 MW in Nizhny Novgorod; 440 MW combined-cycle power unit for Zatonskaya CHP plant in Ufa; design of the second 110 MW stage of a pulverized coal-fired unit for the Blagoveshchenskaya CHP plant. Professionals from COTES, together with an Italian company, Magaldi, implemented the first dry ash handling system for a 800 MW unit boiler at Berezovskaya GRES. In 2013, engineers from COTES successfully commissioned a distributed control system for a 300 MW unit at Ugljevik TPP. Together with the Chinese company SDEPCI, the COTES Group prepared a preliminary feasibility study of different construction options for the largest coal power plant – the 8 GW Erkovetskaya TPP. The feasibility study for the construction of a substitute energy source for the Azot Chemical Plant is developed. Together with Pöyry, a global consulting and engineering firm, COTES supervised the installation and commissioning of a newly built power units with CFB boilers at Narva power plant (Estonia).

2015 2016

Two CCPP units, 247.5 MW each, at Chelyabinskaya GRES were put into commercial operation. COTES prepared a preliminary feasibility study for the Rubtsovskaya CHP plant. For the Zatonskaya CHP-5 plant, COTES provided services for both the design and supply of a turbine unit’s vibration-isolating foundations. In 2015, COTES began adaptation of the operating documentation of the 1320 MW Balkhashskaya CHP plant. Issue of the operating documentation had been resumed after conclusion of the power purchase agreement by Zatonskaya CHP plant. COTES started work on the design of the 195 MW Primorskaya CHP plant in Kaliningrad. The recommendation of InterRAO Scientific and Technical Council to consider the boiler in a design for all newly constructed and upgraded coal-fired plants owned by the holding, formed a solid step towards promotion of the circular furnace boiler.

2017

2017
COTES professionals completed the water chemistry monitoring system design for Ust-Ilimsk Pulp and Paper Mill boilers, as well as construction of packaged steam boiler houses for extra-heavy oil production in AO Tatneft. COTES audited four power plants belonging to Sibeco and Biyskenergo. COTES carried out pilot combustion of off-grade coal at the Vorkutinskaya CHP-2 plant, and performed an analysis followed by an issuing of recommendations for 7 boilers. COTES completed a project for Tsentralnaya CHP plant’s boilers being switched to reduced parameters in  Novokuznetsk, and comprehensive current condition diagnostics of main and auxiliary equipment of the Yurginskaya CHP plant’s facilities.  In December 2017, a successful startup of a new boiler house for PAO Tyazhstankogidropress was completed on a turnkey basis.  In October 2017, COTES celebrated its 25th anniversary with best friends and partners being invited.

2018

2018

In 2018, COTES successfully completed a set of works. The project of the sootblowers installation (Clyde Bergeman, Germany) has been completed in the Novosibirskaya CHPP-5. A black oil-free burning technology for a 660 MW boiler, Stage 10, at the Troitskaya GRES, and design and survey works for implementing a technology for electrochemical ignition of a coal dust at the Irkutskaya CHPP-10. The feasibility study for the installation of the harmful emission monitoring system for 7 CHPPs of PAO “Irkutskenergo” and the feasibility study for the optimization of a heat balance diagram at the Chitinskaya CHPP-1 have been completed. Moreover, the COTES experts have also created a strategy for developing a boiler house in Linevo taking into account the plans for its transition to mini-CHPP. For AO “Ilim Group”, the COTES engineers have made several works, including the refurbishment project for soda boilers in Koryazhma and at the Ust-Ilimsk Pulp and Paper Mill.

2019

In 2019, the specialists from COTES Engineering completed an investment feasibility study for the upgrading CHPP of AO “OTEK” Seversk Branch. The COTES commissioners have successfully completed the thermal tests of the boiler of ZA Rudnik and Ugljevik TPP in Serbia. In June, the the technical refurbishment of the soda recovery boiler (SRB-5) for the branch of Ilim Group JSC in Koryazhma have begun (will be completed at the end of 2020). Since July 2019, under the scope of the strategic project “Construction of the Ust-Ilimsk Pulp and Cardboard Mill”, COTES has been re-equipping the bark boilers No. 4 and No. 5 KM-75-40 with the transfer of the bark and wood waste burning to the “fluidized bed” technology (to be completed in 2021). We have completed R&D for “Development of technology and equipment for the oil-free ignition of the BKZ-420 boiler for Krasnoyarsk GRES-2”. At the end of the year, the COTES commissioners began commissioning the Hybex ® biofuel boiler at Mondi SLPK JSC in Syktyvkar that will last until April 2020. 

2020

In April 2020, the commissioning of the world’s largest biofuel boiler (Hybex ®, 230 t/h) was completed at Mondi SLPK JSC in Syktyvkar. In the midyear, COTES began the upgrading CHPP of AO “OTEK” Seversk Branch (modernization of 10 boilers, installation of 2 new turbines, and compaction of the main and auxiliary equipment). In 2020, several activities were begun on the implementation of automatic monitoring systems: for the Neryungri GRES, the Blagoveshchensk CHPP the Bratsk CHPP (Irkutskenergo JSC).

COTES specialists continued to perform a number of works for Ilim Group JSC. The development of engineering documentation for the DNCG gases collection and recovery system in SRB-11 has been completed. The works are being completed on the construction of inter-shop communications and SRB-4 as a part of the construction of the Ust-Ilimsk pulp and cardboard mill. The development of engineering documentation for the technical re-equipment of the bark boilers No. 4 and No. 5 with the transfer of bark and wood waste burning to the “fluidized bed” technology has been completed. The project of technical re-equipment of the soda recovery boiler unit No. 5 (SRB-5) in Koryazhma will be completed by the end of the year.
