The automatic pollutant emission monitoring system is a set of hardware that enables automatic measurement and accounting for the parameters of emissions. This data is recorded and provided to the state register of those facilities causing an adverse impact on the environment.
The Ministry of Nature registered 300 facilities of a category I (the highest) hazard, the combined total emission of pollutants of which, in the Russian Federation, is at least 60% (Order No. 154 dated 18.04.2018). These facilities are obliged to obtain a complex ecological permit (CEP) from the Russian Federal Service for the Supervision of Natural Resource Usage by 01.01.2022. Other facilities of category I must obtain a CEP by 01.01.2025. An automatic pollutant emission monitoring system must be established within 4 years after the moment of CEP issuance (252-FZ dated 29.07.2018).
The industrial environmental monitoring (IEM) program for category I facilities is made when preparing the documents for the obtainment of a CEP. According to FZ-252, it shall contain a program for the creation of an automatic monitoring system or information on the availability of an automatic monitoring system.

In March of 2019, the Government of the Russian Federation adopted the requirements for making the automatic pollutant emission systems:
1. Resolution_No. 428 13-03-2019 Types of the installations at a Category I facilities.
2. Resolution No. 236 of the Government of Russian Federation dated 13.03.2019.
3. Resolution No. 262 of the Government of Russian Federation dated 13.03.2019 – Rules for system’s establishing.
